WhatsApp API pricing in 2026: what changed on 1 October.

Since 1 October 2026, WhatsApp replies are no longer free: each business phone number gets 1,000 free service messages a month, then pays per message at the country rate, about $0.0034 in the US and $0.055 in Germany. Only two things stay free: messages in the window after a click-to-WhatsApp ad (up to 7 days) and those first 1,000 replies. And if your Messaging account has no payment method, Meta stops delivering your replies after the 1,000th.

What changed on 1 October 2026

  • Replies are charged again. Messages you send inside the 24 hour window after a customer writes (Meta calls them service messages) are free for the first 1,000 a month on each business phone number, then charged per message. The free tier does not roll over.
  • Only two cases are free now: messages inside a free entry point window, and the first 1,000 service messages a month. Utility templates sent inside the 24 hour window, which were free until September, are not on that list any more.
  • The free window after a click-to-WhatsApp ad lasts up to 7 days, and covers marketing, utility, authentication and service messages.
  • No payment method, no replies: Meta delivers service messages within the free tier, then stops delivering them once the 1,000 are used if your Messaging account has no payment method.
  • A new category, Meta Business Agent, for replies written by Meta's own AI: $2.00 per million tokens, which Meta estimates at about 4 to 5 cents a message.

What a message costs, by country

Meta charges per delivered message, by message type and by the country code of the person receiving it. A reply (service) costs the same as a utility message in every market below.

Assumes no messages fall inside a free ad window and utility volumes below the first volume tier. Before 1 October, the replies in these examples were free.

The pattern: in the US the change is a rounding error, while in Germany, the Netherlands and much of Europe a busy support line now costs real money every month. That is where the tips below pay off.

How to keep the bill down

  • Add a payment method in Billing Hub today, or your bot goes silent after the 1,000th reply of the month.
  • Send one message instead of three. Every delivered message is charged, so a reply split into three bubbles costs three times as much.
  • Run click-to-WhatsApp ads into your busiest flows: everything you send in the free entry point window, for up to 7 days, costs nothing.
  • Watch the webhook: once a number passes its free tier, the pricing type on service messages changes from free_customer_service to regular. Alert on it so the first paid reply is not a surprise.

Meta's AI agent or your own?

Meta now sells its own AI replies (Meta Business Agent) at about 4 to 5 cents a message, everything included. An agent you run yourself pays the reply rate plus the AI model: in the US, $0.0034 plus about $0.0006 of gpt-4.1-mini tokens for a typical support answer, so well under a cent. Meta's option is simpler to switch on; your own agent is cheaper per message, answers from your own data and writes into your own CRM. Are WhatsApp replies still free?

Only the first 1,000 a month on each business phone number, since 1 October 2026. After that each reply is charged at the country rate, for example $0.0034 in the US and $0.022 in the UK.

How much does the WhatsApp Business API cost per message?

It depends on the message type and the recipient's country. In the US: $0.025 for marketing and $0.0034 for utility, authentication and replies. In Germany: $0.1365 for marketing and $0.055 for the others (Meta rate card, 1 October 2026).

What happens if I have no payment method?

Meta delivers your replies within the free tier of 1,000 a month, then stops delivering them. Add a payment method in Billing Hub to keep replying.

How long is the free window after a click-to-WhatsApp ad?

Up to 7 days from your first reply. During that window Meta does not charge for marketing, utility, authentication or service messages, but it still charges for Meta Business Agent messages.
